Mengoptimalkan Kinerja dan Kompetensi Pendamping Sosial PKH Menuju Profesionalisme PPPK dan Era Data Terpadu Sosial Ekonomi Nasional (DTSEN)

Naskah kebijakan disusun berdasarkan penelitian kolaboratif antara Pusat Riset Kesejahteraan Sosial, Desa, dan Konektivitas Badan Riset dan Inovasi Nasional (BRIN) dengan Direktorat Jaminan Sosial Kementerian Sosial RI pada tahun 2025 ini bertujuan merumuskan Model Kompetensi dan Kinerja Pendamping Sosial PKH yang valid dan aplikatif. Menggunakan metode campuran (mixed-methods) sekuensial eksplanatoris, penelitian ini menggunakan survey online terhadap 25.048 (76,97%) dari 32.472 pendamping sosial PKH di seluruh Indonesia dan studi kasus kualitatif mendalam di 10 kabupaten yang merupakan prioritas penanggulangan kemiskinan ekstrem. Naskah kebijakan Temuan penelitian ini sangat penting mengingat Pendamping Sosial PKH adalah ujung tombak PKH yang merupakan program Conditional Cash Transfer terbesar di Indonesia, yang tidak hanya menyalurkan bantuan sosial tunai tetapi juga bertugas melakukan P2K2 (Pertemuan Peningkatan Kapasitas Keluarga) sebagai intervensi perubahan perilaku untuk memutus mata rantai kemiskinan antar generasi. Penelitian ini menjadi sangat strategis karena pada tahun 2025, Pendamping Sosial PKH berubah status menjadi Pegawai Pemerintah dengan Perjanjian Kerja (P3K) yang membutuhkan alat ukur untuk menilai kinerja Pendamping Sosial PKH sebagai Aparatur Sipil Negara (ASN).
