Synopsis

Pengembangan Indeks Daya Dukung Ekologi (IDDE) Terumbu Karang untuk Penguatan Tata Kelola Ruang Laut Berbasis Ekosistem. Lebih dari 60 juta penduduk Indonesia tinggal di wilayah pesisir yang bergantung pada ekosistem terumbu karang. Ekosistem ini tidak hanya kaya atas keanekaragaman hayati, tetapi juga menopang perikanan, pariwisata, serta sebagai perlindungan pantai. Namun, tekanan akibat perubahan iklim, eksploitasi berlebih, dan degradasi lingkungan telah menurunkan daya dukung ekosistem terumbu karang.

Indeks Daya Dukung Ekologi (IDDE) hadir sebagai instrumen ilmiah untuk mengukur kapasitas ekosistem dalam mendukung aktivitas manusia tanpa kehilangan fungsi ekologisnya. Lebih jauh, IDDE berperan penting dalam menekan laju degradasi dan meningkatkan nilai ekologis terumbu karang, sehingga dapat memperkuat basis ilmiah untuk tata kelola ruang laut, mendukung ekonomi biru, dan sejalan dengan pencapaian SDGs. Terumbu karang menyumbang nilai ekonomi sekitar US$3,1 miliar/tahun dari sektor pariwisata, US$2,9 miliar/tahun dari perikanan, dan US$639 juta/tahun untuk jasa proteksi pantai dan banjir. Dengan instrumen IDDE, kita dapat menekan laju degradasi dan meningkatkan nilai ekologis dan nilai ekonomi terumbu karang.

Dengan fondasi riset yang panjang di berbagai wilayah pesisir dan pulau-pulau kecil, pengembangan IDDE berperan strategis dalam mewujudkan keberlanjutan ekosistem terumbu karang serta memperkuat ketahanan pangan laut bagi masyarakat pesisir Indonesia.

Author Biography

Taslim Arifin, National Research and Innovation Agency,

Dr. Taslim Arifin, M.Si., lahir di Kajuara-Bone pada tanggal 05 Maret 1970 adalah anak pertama (ke-1) dari empat (4) bersaudara. Menikah dengan Dr. Irma Shita Arlyza, M.Si. pada tanggal 07 Februari 2004, pada tanggal 02 Februari 2019 beliau meninggal dunia (almh.) dan pada tanggal 11 November 2019 menikah dengan Chitra Nita, S.E.
Berdasarkan Keputusan Presiden Republik Indonesia Nomor 2/M Tahun 2023, tanggal 09 Januari 2023 yang bersangkutan diangkat sebagai Peneliti Ahli Utama BRIN.
Berdasarkan Keputusan Kepala Badan Riset dan Inovasi Nasional Nomor 81/I/HK/2026 tanggal 10 Februari 2026 yang bersangkutan melakukan orasi pengukuhan Profesor Riset.
Menamatkan SD Negeri 261 Tarasu di Tuju-Tuju (Bone) pada tahun 1983, SMP Negeri 1 di Pangkep pada tahun 1986, dan masuk SMA Negeri Kajuara-Bone dan tamat SMA Negeri 4 di Palu pada tahun 1989. Memperoleh gelar Sarjana Budidaya tahun 1995, gelar Magister tahun 2001, dan gelar Doktor tahun 2008, bidang Pengelolaan Sumber Daya Pesisir dan Lautan dari Institut Pertanian Bogor (IPB University).
Mengikuti berbagai pelatihan, antara lain SeagrassNet South Asia Training Workshop (Banten, 2010), ToT Integrated Coastal Zone Planning and Management (Bogor, 2010), ToT Blue Economy Program (Jakarta, 2023), Integrated Coastal Blue Carbon Management (Jakarta, 2023), Pelatihan Coaching dan Mentoring Aktualisasi Latsar CPNS BRIN (Jakarta, 2024), serta Pelatihan Reviewer Penelitian Batch 1 BRIN (Jakarta, 2025).
Jabatan fungsional peneliti diawali sebagai Peneliti Ahli Muda golongan III/c tahun 2008, Peneliti Ahli Madya golongan IV/a tahun 2011, Peneliti Ahli Madya golongan IV/b tahun 2014, Peneliti Ahli Madya golongan IV/c tahun 2018, Peneliti Ahli Utama golongan IV/d bidang Pengelolaan Sumberdaya Laut dan Pesisir tahun 2023, Peneliti Ahli Utama golongan IV/e bidang Pengelolaan Sumberdaya Laut dan Pesisir tahun 2025.
Menghasilkan 88 karya tulis ilmiah (KTI), yang ditulis bersama penulis lain dalam bentuk buku, jurnal, dan prosiding. Sebanyak 36 KTI diantaranya ditulis dalam bahasa Inggris. Juga menghasilkan sebanyak 5 (lima) Hak Cipta (HKI) bersertifikat.
Sebagai Asesor Peneliti Unit (sejak 2011) dan Asesor Instansi dan Pusat (sejak 2019). Berperan dalam pembinaan kader ilmiah sebagai pembimbing jabatan fungsional peneliti di Pusat Riset Kelautan, BRSDM KKP, pembimbing mahasiswa magang riset S1 s.d. S3 dan penguji tamu di IPB University, Universitas Hasanuddin, Universitas Indonesia, Institut Teknologi Bandung, Universitas Gadjah Mada, Universitas Padjadjaran, Universitas Lampung, Universitas Bung Hatta, Universitas Sam Ratulangi, Universitas Pendidikan Indonesia, dan Universitas Jenderal Soedirman.
Menjadi Ketua Kelompok Peneliti Pengelolaan Sumber Daya Laut dan Pesisir di Pusat Riset Kelautan, BRSDM KKP (2018–2022), Ketua Kelompok Riset Konservasi dan Daya Dukung Ekologi Pesisir di PRKSDLP-BRIN (2024–2025), serta Ketua Kelompok Kegiatan Kesehatan dan Valuasi Ekosistem Pesisir di PRE-BRIN (2025–sekarang).
Sebagai ketua tim peneliti pada kegiatan penelitian program strategis Kementerian Kelautan dan Perikanan; program Minapolitan tahun 2010 dan program Blue Economy tahun 2014, anggota Satuan Tugas Pengelolaan Restorasi Terumbu Karang dan Penyelenggaraan Payment for Environmental Services (PES) pada Program Indonesia Coral Reef Garden (ICRG) di Nusa Dua Bali (tahun 2021), serta tim penyusun naskah kebijakan Badan Riset dan Sumber Daya Manusia Kelautan dan Perikanan tahun 2019–2021.
Aktif dalam organisasi profesi ilmiah, antara lain sebagai pengurus Ikatan Sarjana Oseanologi Indonesia (ISOI) (tahun 2017–2020), anggota Himpunan Ahli Pengelolaan Pesisir Indonesia (HAPPI) (tahun 2005–sekarang), Pengurus Himpunan Peneliti Indonesia (HIMPENINDO) Cabang KKP Periode 2018–2023 dan anggota Perhimpunan Periset Indonesia (PPI) (tahun 2019–sekarang), serta Anggota International Society for Mangrove Ecosystems.
