Redesain Kebijakan Perkebunan Menuju Indonesia Emas 2045

Subsektor perkebunan merupakan salah satu pilar strategis pembangunan ekonomi Indonesia, dengan kontribusi penting terhadap penyediaan devisa, penyerapan tenaga kerja, pembangunan perdesaan, serta ketahanan pangan dan energi nasional. Namun, di tengah dinamika global yang ditandai oleh perubahan iklim, meningkatnya regulasi lingkungan internasional, dan persaingan perdagangan yang semakin ketat, desain kebijakan perkebunan Indonesia menghadapi tantangan struktural berupa stagnasi produktivitas, ketimpangan penguasaan lahan, konflik agraria, dan ketergantungan pada ekspor bahan mentah bernilai tambah rendah.
Orasi ilmiah ini mengulas dinamika historis dan kebijakan subsektor perkebunan Indonesia sekaligus menawarkan redesain kebijakan yang menempatkan keberlanjutan sebagai sumber keunggulan kompetitif. Redesain tersebut dibangun di atas integrasi closed-loop value chain berbasis digital, korporatisasi perkebunan rakyat, dan perlindungan lahan produktif, yang dioperasionalkan melalui peningkatan produktivitas berbasis teknologi, hilirisasi bernilai tambah tinggi, penguatan tata kelola, serta pengembangan ekonomi sirkular dan inovasi hijau. Melalui pendekatan ini, subsektor perkebunan diarahkan untuk bertransformasi menjadi fondasi bioekonomi yang inklusif, berdaya saing global, dan berkelanjutan menuju Indonesia Emas 2045.
