Synopsis

Kesenjangan akses layanan kesehatan masih menjadi tantangan serius di Indonesia, terutama antara wilayah perkotaan dan daerah terpencil. Keterbatasan kapasitas fiskal pemerintah, distribusi tenaga medis yang tidak merata, serta kompleksitas geografis menuntut solusi sistemik yang melampaui kemampuan sektor publik semata. Buku ini menawarkan gagasan komprehensif tentang optimalisasi kemitraan pemerintah dengan swasta sebagai strategi kunci untuk mempercepat ekuitas akses layanan kesehatan.

Berdasarkan pengalaman panjang penulis dalam kajian pembiayaan dan manajemen kesehatan serta implementasi Jaminan Kesehatan Nasional (JKN), buku ini mengulas secara mendalam dinamika kemitraan dari era sebelum dan sesudah JKN hingga transformasi digital saat ini. Penulis merumuskan tiga pilar utama optimalisasi: skema pembiayaan fleksibel yang menggabungkan APBN, investasi swasta, dan insentif berbasis kinerja; digitalisasi layanan melalui telemedisin, rekam medis elektronik, dan interoperabilitas data; serta pendekatan kemitraan yang disesuaikan dengan karakteristik dan kebutuhan spesifik setiap daerah.

Dilengkapi dengan kerangka konseptual dan rekomendasi regulasi yang adaptif, buku ini tidak hanya relevan bagi pembuat kebijakan dan praktisi kesehatan, tetapi juga bagi akademisi yang ingin memahami bagaimana kolaborasi publik-swasta dapat menjadi fondasi bagi sistem kesehatan Indonesia yang lebih inklusif, berkeadilan, dan berkelanjutan.

Author Biography

Wahyu Pudji Nugraheni, Pusat Riset Kesehatan Masyarakat dan Gizi

Wahyu Pudji Nugraheni, lahir di Madiun, pada tanggal 7 Juli 1973 adalah puteri dari Bapak Drs Poedjo Prajitno (Alm) dan Ibu Hj. Roesmini Sastrowiyono (Alm). Menikah dengan B Indra Kusuma (Alm) dan dikaruniai dua orang putra, yaitu: Ir. Aghadhia Firaz Uno Kusuma dan Azka Tristan Virsano Kusuma.
Berdasarkan Keputusan Presiden Republik Indonesia Nomor 46/M Tahun 2023, tanggal 13 Oktober 2023 yang bersangkutan diangkat sebagai Peneliti Ahli Utama di BRIN.
Berdasarkan Keputusan Kepala Badan Riset dan Inovasi Nasional Nomor 135/I/HK/ 2026 Tanggal 3 Juni 2026 yang bersangkutan melakukan orasi pengukuhan Profesor Riset.
Menamatkan Sekolah Dasar Negeri Oro Oro Ombo II Madiun tahun 1985, Sekolah Menengah Pertama Negeri I Madiun tahun 1988, dan Sekolah Menengah Atas Negeri II Madiun tahun 1991. Memperoleh gelar Sarjana Muda dari Fakultas Kesehatan Masyarakat Universitas Airlangga tahun 1995, gelar Magister Kesehatan dari Universitas Indonesia tahun 2002 dan gelar Doktor bidang Kesehatan Masyarakat dari Universitas Indonesia tahun 2017.
Mengikuti beberapa pelatihan yang terkait dengan bidang kompetensinya, antara lain: Universal Health Coverage Academy di Korea Selatan ( tahun 2018, 2020, 2023 dan 2025), Global Burden of Disease di Yunani tahun 2018, Social Health Insurance di Korea Selatan tahun 2013 dan 2014, Health Equity di Hanoi Vietnam tahun 2012, Cost of Illness di Thailand tahun 2012, Sains and Technology Writing Skill di Singapura tahun 2010, System Health Account di Korea Selatan tahun 2010 dan beberapa pelatihan lainnya. Serta pernah mengikuti program Postdoctoral di Paris School of Economics and Research Director at the National Center for Scientific Research – CNRS di Paris Perancis tahun 2024.
Jabatan fungsional peneliti diawali sebagai Asisten Peneliti Muda Golongan III/a tahun 2002, Peneliti Ahli Muda golongan III/b tahun 2012, Peneliti Ahli Madya golongan III/a tahun 2018, dan memperoleh jabatan Peneliti Ahli Utama golongan IV/a tahun 2023.
Menghasilkan 70 karya tulis ilmiah (KTI) baik yang ditulis sendiri maupun bersama penulis lain dalam dan luar negeri, dalam bentuk buku, jurnal dan prosiding. Sebanyak 48 KTI ditulis dalam Bahasa Inggris dan 22 KTI dalam Bahasa Indonesia. Selain itu, telah menghasilkan 7 Hak Cipta Kekayaan Intelektual.
Ikut serta dalam pembinaan kader ilmiah, yaitu sebagai pembimbing jabatan fungsional peneliti pada 2017–2021; pembimbing skripsi (S-1) di Universitas Airlangga dan universitas Indonesia, penguji dan pembimbing tesis (S-2) di Universitas Sriwijaya, Universitas Airlangga, dan Universitas Indonesia; pembimbing dan penguji disertasi (S-3) di universitas Airlangga, Universitas Sriwijaya dan Universitas Indonesia. Aktif dalam organisasi profesi ilmiah, yaitu sebagai anggota PPI (2017–sekarang).
Menerima berbagai penghargaan, antara lain: Penghargaan Satyalancana Karya Satya X dari Presiden Republik Indonesia Tahun 2024, Penghargaan Sebagai Penulis Artikel ilmiah Berkualitas Tinggi Bidang Kesehatan dan Obat dari Ristek BRIN tahun 2020, dan Penghargaan Bakti Karya Husada Dwi Windu dari Menteri Kesehatan RI tahun 2015.
