Buku ini merupakan seri kedua dari Mencari Indonesia yang merupakan kumpulan tulisan tentang berbagai isu demografi politik di Indonesia. Buku ini juga merupakan edisi revisi dari versi originalnya yang telah terbit pada tahun 2010 oleh LIPI Press. Seri kedua ini menekankan tentang perlunya memahami proses pembangunan sosial, ekonomi, dan politik, terutama pada masa Orde Baru. Berdasarkan analisis yang menggunakan perspektif demografi politik, berbagai isu yang ditampilkan dalam buku ini menunjukkan sebuah temuan penting, yaitu terdapatnya batas-batas dari rekayasa sosial yang telah dilakukan oleh rezim politik Orde Baru. Buku ini secara keseluruhan diharapkan dapat menjadi semacam lesson learned bagi rezim politik pasca-Orde Baru bahwa sebuah rekayasa pembangunan selalu memiliki keterbatasan dalam tingkat konsepsi maupun praktiknya dalam masyarakat. Buku ini sangat tepat dibaca oleh peneliti dan akademisi yang menaruh minat pada masalah-masalah yang berkaitan dengan perubahan sosial dan politik di di Indonesia. Buku ini juga diharapkan dapat menjadi bacaan mereka yang tidak berasal dari kalangan akademis, seperti para pekerja dan aktifis sosial, jurnalis dan masyarakat pada umumnya.
Riwanto Tirtosudarmo memperoleh gelar sarjana dari Fakultas Psikologi Universitas Indonesia, Jakarta, pada tahun 1979, dan gelar doktor dalam bidang demografi sosial dari Research School of Social Sciences, Australian National University, Canberra, Australia, pada tahun 1990. Dilahirkan di Tegal, Jawa Tengah, pada tahun 1952, dan mulai bekerja di Lembaga Ilmu Pengetahuan Indonesia (LIPI) sejak tahun 1980.
Tahun 1980–1986 sebagai peneliti di Pusat Penelitian Penduduk, Lembaga Ekonomi dan Kemasyarakatan Nasional (Leknas-LIPI); tahun 1986–1998 di Pusat Penelitian Kependudukan dan Ketenagakerjaan (PPT-LIPI); tahun 1998 hingga pensiun tahun 2017 di Pusat Penelitian Kemasyarakatan dan Kebudayaan (PMB-LIPI). Semenjak pensiun ia mendedikasikan diri sebagai peneliti sosial independen.
